A saddle can be found through fishing and it's considered one of the "treasure items" to find. Although finding a saddle through fishing is rare and without the Rod Enchantment, you have a 0.8% chance of finding one.
Trading with leatherworkers is arguably the easiest and safest way to get saddles in Minecraft. Players can buy a saddle for six emeralds from a master-level leatherworker. However, players will have to spend resources to level up a leatherworker to master-level.
You can get a saddle from Leatherworker villagers. If you don't see any in the surrounding villages, you can always place a cauldron and spawn a villager (if possible). You'll need to level up the villager, however, as it won't offer a saddle until it reaches Level 3.
In the middlebox of your table, place a leather piece. In the remaining spaces of the middle column add the sticks. Wait for some time and your saddle will pop up. Take it to your Minecraft inventory slot.
Saddles can now be found in end cities. Saddles are now sold by leatherworker villagers for 8-10 emeralds as their only third tiers trades. Saddles can now be found in plains village tannery and weaponsmith chests.
You don't technically need a saddle to tame a horse. You do need a saddle to ride the horse after you've tamed it, though. If you skip this step, you'll still be able to lead the horse around and breed it, and sit on its back without controlling it. Saddles cannot be crafted.

As mentioned before, you can't craft a saddle in Minecraft. It's not an issue of having the right resources or equipment. Minecraft does not allow players to craft one and there is no recipe in the game to even attempt it.

Though speed can vary, white horses offer the best chance to be the fastest. They are typically faster than their counterparts who might jump higher or have a lot more health. Breeding two fast horses will also result in a fast foal.
A saddle cannot be crafted. Recycling it would return a predetermined amount of leather. Items and blocks like Cake would be flagged as "not recyclable" so it cannot be recycled.

However, there is a very slim chance of fishing out a saddle so it is better to try out the above steps before you go fishing.

Currently, it is impossible to remove a saddle from a pig after making them wear one. I propose there should be a similar inventory to the horse. Alternatively, you could just shift and right click to remove it.
